Information & Technology Services FY2009 Annual Report

Greetings All,

In addition to wishing you all seasons greetings, we in Information & Technology Services invite you to review the FY2009 Annual Report: Improvement, Achievement & Success.

Our annual reports, published each year, serve as an update to the “technology plan to achieve VISION 2012”. It both discussed the investments and accomplishments of the past fiscal year as well as providing guidance on the projects and strategies and budgets for the upcoming year.

ITS technical staff is monitoring this issue and will provide another update by 2:00 pm today if full service has not been restored by Broadband VI.

Updated: Operating hours for IT & Libraries for December

Season’s Greetings and Happy Holidays to one and all!


Greetings University Community,

The purpose of this communication is to update the university community on the operation hours of the University Libraries & IT during the month of December.
The Libraries & IT will observe Intersession hours on Wednesday, December 16 and Friday, December 18, 2009. We will open at 8:00 am and will close at 4:30 pm.
The Libraries on both campuses will be closed to patrons on Thursday, December 17, 2009 for our annual ITS retreat. Helpdesk services will be available via ext. 1466 plus users can forward service request to helpdesk@uvi.edu. All system will be evaluated by technical support prior to our departure to ensure that all system are functioning correctly.
The Libraries will be closed during the University Christmas Recess beginning December 21, 2009 and will reopen on January 4, 2010.

The St Croix campus is still experiencing problems with connecting to the Internet. The ITS Network Technicians have been calling and emailing Broadband VI all day concerning St. Croix campus users inability to connect to the Internet. The ITS Network staff will continue to try to reach Broadband VI in its attempt to resolve this service failure.

Update: The St. Thomas campus telephone system is fully operational

This email is to inform all users that, as a result of the power failure problem experienced in the ACC data center last week, the telephone servers on the St. Thomas campus must be rebooted in order to correct a technical issue with how the telephone servers are currently operating.

The reboot will take approximately 30 minutes. During the reboot, both phone systems and voicemail will not be operational on the St. Thomas campus.

Voicemail services will not be operational on the St. Croix campus but telephone services will be operational. The reboot is scheduled today at 4 pm.

Electrical Problem in Data Center : Network Service Restored

This a technology update for Tuesday, November 24, 2009. The ACC data center experience a major power outage this afternoon. This power outage caused all network services on both campuses to be inoperable. UVI electricians were able to restore power to the data center. As a result, all network services have been restored to both campuses.

However, the telephone system in the ACC building is still not operational. The Avaya technicians are assessing the problem and will attempt to reboot the telephone server. ITS anticipates that telephone services will be restored this evening.

UVI Telephone Directory can be Access at Ext. 2307

In an effort to enhance access to information this announcement is to let you know that the UVI Telephone Directory can now be accessed on both campuses by dialing extension 2307.

Off campus callers can still access the telephone directory by dialing 776-9200 on St. Thomas or 778-1620 on St. Croix and press 9 to access the telephone directory. The caller will be asked to dial the first three letters of the person’s last name. The system will transfer the call to the extension.

Please note, the on-line telephone directory managed by Public Relations is still available at phone.uvi.edu.

ITS strongly recommends that all users utilize the university’s telephone directories dial-in or on-line in the future to contact persons or departments at UVI.

RESOLUTION: STX VC Connnections

The VC rooms in STX are now running without packet loss. Operations should be normal in all classrooms. ITS will continue to monitor the service quality over the next few days to make sure there are no difficulties.

TUESDAY UPDATE: STX VC Connnections

Greetings UVI,

Please be advised that the networking staff has been able to isolate the problem with the St. Croix videoconferencing connection. Work is underway to repair the problem and we anticipate having it resolved before evening classes begin.

We have determined that one of the eight aggregate T1 lines that carries data between the islands is failing. The networking staff is working to determine which T1 line is having the problem and what needs to be done to eliminate the problem. This process is currently underway.

We will notify you immediately if any difficulties arise and I will send another email when the issue has been resolved.

UPDATE: STX VC Connnections

Greetings UVI,

This note is to inform you of some technical issues that are effecting the quality of videoconferencing on St. Croix.

Since Thursday evening, we have been tracking about 4% packet loss experienced from the St. Croix videoconference rooms to the St. Thomas Videoconferencing rooms. There is no packet loss from STT VC to STX. Users on STX are experiencing choppy video quality. Users on STT are not experiencing any of the issues. While faculty have not described it as detrimental to their classes and the connections are useable, it is certainly an important issue to resolve.

We found that there isn’t any visible issue with the microwave. We also found that there isn’t any packet loss in either the router or switching equipment that services the VC connections. We will continue to work together to uncover the problem and update you as more information becomes available.

ITS Update: Campus Wireless Projects

Greetings All,

This note is to inform you that the wireless networks on both campuses have been activated. These networks are secured, which means that you have to use your UVI network login and password to use the wireless on any wireless device. This includes handhelds or laptops. Please call the help desk if you have any problems or questions. ITS will be monitoring utilization and performance over the semester.

While we covered as much area as we could with the funding available, there may be some areas that we need to add receivers. If there are classroom areas that don’t have adequate coverage to meet curriculum needs, please make a request through your Dean. ITS will work with the Deans on priorities to add coverage when FY2010 monies become available. Although this project will add coverage to many office areas, it does not provide coverage to all office areas. If department heads would like to add coverage to their offices please contact the helpdesk and we can let you know what the cost would be and when installation can be scheduled.

The following buildings have coverage in the classrooms on St. Croix. Additional receivers were also added to the residence halls to provide coverage in the lower floors.

Banner and Firefox

Banner and Firefox

Updating Firefox may affect the ability to run the Banner Application. Therefore, we recommend all Banner users, who connect using Firefox, to disable the automatic update option in order to avoid this issue.

This can be done by going to:
• Tools in the Menu bar
• Choose Options from the drop-down list
• Go to the Advanced tab, in the Update sub-tab in the Options window
• Uncheck the Firefox checkbox in the Automatic check list

If you have already updated Firefox and are having trouble accessing the Banner application, you will have to “downgrade” to Firefox version 3.0.12.

This can be done by going to:
• www.filehippo.com
• Type Firefox in the search box
• Click on the “Firefox…” result that is returned from the search
• In the right panel of the new page is a list of Firefox versions
• Click on Firefox 3.0.12 and then on the “Download Latest Version” hyperlink at the top of the list. This will download the 3.0.12 version.
• A window will appear asking if you would like to save the file – click on the Save file button.
• Click on the file after it has been downloaded and it will open a window to “Run” or “Cancel” the program – choose Run.
• Follow the prompts thereafter to complete the download. Be sure to UNCHECK the “Use Firefox as default browser button” if you only use Firefox for Banner.

Second Notice: Home Use Access to Microsoft Office Enterprise Edition

This communication is to inform all UVI employees that as part of our Microsoft Campus Agreement, UVI faculty and staff have home use access to Microsoft Office Enterprise Edition. UVI persons will receive an email from a third party vendor (service@microsoft.com) alerting them of the availability of this software. It will be available for a small fulfillment fee charged to cover packaging, shipping and handling costs.

With this method in place, software will no longer be available from the ITS Service Desks.

UPDATE: How to activate your new AUDIX mail box

Greetings All,

The installation of our new AUDIX system has been completed according to schedule. I would like to thank Kelly, Burt, Daryl, Mark and Cecil who have worked diligently over the last week to complete.

Most mail boxes have been set up. However, we may find a few that were not configured. Please let the helpdesk know if this is the case.

To log into the new system press your message button or dial x1599 and your extension followed by the pound sign. Your opening password is the pound (#) key. You will be asked to say your name. Select 3 to set up your outgoing message. Select #h and 5 to change your password. Follow the voice prompts to complete your set up. Other instructions are attached to this email.

From off campus, you can dial your number, i.e. 693-xxx and then * 7 to get to the voicemail box set up of dial 693-1599 and enter your extension.

You will find this systems is very much the same as the old system. ITS will be working with public relations to update the auto-attendant. We will also spend most of the day confirming voicemail extension and cleaning up voicemail on extensions that do not need a voicemail box, i.e. fax lines so there is still work to do.

Information & Technology Preparedness Update

Greetings University Community,

This email is to update you on the Information & Technology preparedness plan to secure the technology environments and ensure the safety of the students of the University of the Virgin Islands.

ITS will start securing and covering technology equipment in the labs located outside of the library immediately. We are encouraging all students to use the upper campus Library or 24/7 Lab this evening. These labs will be available for student use until 8:00 pm this evening. After 8:00 pm this evening no student labs will be available for student use. Magnetic key cards will not unlock the door of the 24/7 lab this evening. Students will be able to use the wireless and network services in the student residence halls.

All Smart class rooms and VC rooms will be set up as usual for evening instruction. ITS staff will cover the equipment in all Smart and VC rooms before we leave campus this evening. Security will assist with securing and covering equipment in Smart rooms and VC classes that conclude at 9:45 pm this evening.

The Libraries will be closing at 8:00 pm this evening and will re-open on Friday bases on the opening schedule of the university.

Please note, the students will not be able to use the student labs at the opening of the university on Friday because lab equipment will have to be re-set up and tested to ensure that all computers are functioning properly.

Tuesday Update: Temporary Procedures for Coverage

Greetings All,

This message is to let you know that the voicemail equipment has arrived as expected in PR. The technicians from Envision have already started the programming of our system. The installer and the programmed equipment will arrive in St. Thomas at approximately 4pm on Wednesday (tomorrow) and the installation will begin.

We anticipate that the equipment installation will be completed during the day on Thursday so that individuals will be able to set up their voicemail boxes before the holiday weekend. Please plan that into your schedule.

We would also like to thank security on both campuses for their continued help. Apparently our callers have discovered that on our auto-attendant system if they press 0 for an emergency they can also have security transfer them to non-listed extensions. We thank security for their patience in dealing with these persistent customers and pledge to resolve these issues by Friday.

This communication is to let you know that the UVI Libraries will be closed in observance of the Labor Day Holiday on Monday, September 7, 2009. Regular hours will resume on Tuesday, September 8, 2009 at 8:00 a.m.

In an effort to maintain technology services to students during the Labor Day Holiday, both campuses will observe the following schedule for student lab access on Monday, Semptember7, 2009.

Lab Access:
On St. Croix campus students will be able to utilize the NWW 120 Lab. Students may request access through the Security Department present their UVI ID and sign in order to gain access.
On St. Thomas campus the 24/7 library lab is available for student use during the holiday. Students can access the lab by using their ID cards with the magnetic strip. Students without the newly issued ID’s will not be able to access the lab. Students are encouraged to come to the Library and sign up for the newly issued ID cards by Friday, September 4, 2009 by 4:00 pm if you would like access to the 24/7 lab.

RE: Update on Power Outage Impacts

Good Day All,

The Crown Mountain Tower site has been operating on auxiliary power since 12:56 pm. Although they expected intermitted power, there have not been power outages at the site since that time, our systems have been running through the microwave since that time as well. The Tower Site Coordinator has indicated that permanent power was restored at approximately 2:00 by WAPA and we are now off intermittent auxiliary power. Additionally, the sites generator fuel pumps were changed so there shouldn’t be any power related issues in future.

Update on Power Outage Impacts

Greetings All,

This message is to inform you that during the power outage this morning, the Crown Mountain facilitate (which houses the radios for our microwave system) apparently lost power. This caused all microwave services between the campuses to be interrupted. This includes videoconferencing, four digit dial and access to Banner and Blackboard.

As of 11:45 power to Crown Mountain is still out. WAPA indicates that it may take several hours to repair.

We are in the processes of rerouting Banner and Blackboard traffic over the Internet to restore this service to St. Croix. This will take about 30 minutes. There are two videoconference classes scheduled at noon, we are working with instructors to provide teleconference capabilities. There is one class at 1pm which we will route over the Internet. The next classes are not until 4pm, so we are hoping WAPA service to Crown Mountain will be restored by that time.

We in ITS hope you had a great Friday…and yes we know most of you are now off campus. Our Friday was a bit hectic, but we kept you in mind all day. 

The auto-attendant is working well on both campuses. We discovered a small problem with the T1 line from Innovative but they were able to fix that today.

The feature to allow faculty to forward phones off campus is now fully activated. This will ONLY work for faculty whose numbers were submitted to us by the division offices. To enable this feature:
Call Forwarding Procedures:
Dial #6 from the key pad
At the prompt dial 9 plus the number of the phone that it is being forwarded to
(This allows phones to forward only on a busy or no answer situation)
To Un-Forward Calls:
Dial # 2 from the key pad
Prompt tells you phone has been un-forwarded.

The installation of the audix system is still scheduled for Wednesday.

Please call the help desk is you have any questions. Remember the helpdesk is open 9am to 5pm on Saturday and 1pm to 9pm on Sunday.

Microsoft Home Use

This communication is to inform all UVI employees that as part of our Microsoft Campus Agreement, UVI faculty and staff have home use access to Microsoft Office Enterprise Edition. UVI persons will receive an email from a third party vendor (service@microsoft.com) alerting them of the availability of this software. It will be available for a small fulfillment fee charged to cover packaging, shipping and handling costs.

With this method in place, software will no longer be available from the ITS Service Desks.

Update: Temporary Procedures for Coverage

Greetings UVI --

I know you are all wondering how long it takes to install an auto-attendant system. To protect the innocent, that information is classified. However I am pleased to announce that the auto-attendant is operating on both islands. Many thanks to Kelly Harrigan and Cherie Wheatley and Judith Rogers for their persistence in working with our vendor to make this happen.

I would also like to thank the ITS service desk staff on both islands for their overwhelming commitment to handle the telephones and address the needs of our customers. The Security departments on both islands also performed to address this need. Great job, All!

The voicemail replacement is still scheduled for Wednesday as I indicated yesterday.


Because of the delays with the auto-attendant the ability for faculty to forward phones off campus will not be implemented until tomorrow. I am sorry for this delay. I will send out an announcement just as soon as this is complete. We have, I believe, received data from every division at this point.

Please refer to instructions below for forwarding phones or installing fax machines.

Wednesday update


Greetings UVI,

We have secured a new auto attendant that was installed this afternoon. Currently, Ms. Wheatley and Patrice Johnson are working to record new messages. This means that when they are complete, the main UVI numbers will once again be answered by the auto-attendant and that users will be able to select offices from a menu or input a known extension. I know these ladies are working very hard to have this turned on this evening, but we will continue to provide coverage from the library and security tonight if they need more time.

We have found the voicemail replacement hardware and arranged with the vendor to install it on WEDNESDAY September 2. This will ensure that the work is complete by Friday morning so that everyone can set up their mailboxes.

To assist with communication to our primary stakeholders, we are enabling the ability for all faculty office number to be forwarded to a cell phone or other off campus number. We are getting these numbers from admins in each division, the ones we have tonight we will activate this evening. The rest we will do after they are all received. When a call is forwarded like this, it ties up both an incoming line and an outgoing line throughout the call. So we cannot allow everyone to do it or our lines may reach capacity.

Switchboard Services for Main Telephone Numbers:

The Libraries on both campuses will provide switchboard services for incoming calls into the main telephone numbers. We are shifting our staff in order to meet this very important need for the university. On the St. Croix campus the main telephone number is 340.778.1620. This will ring at extension 692-4130 from 8:00 am to 8:00 pm. The Security Department will provide after hour coverage for the main telephone number beginning at 8:00 pm to 8:00 am. Thanks to Mrs. Washington for ensuring we had coverage during the evening hours.

On the St. Thomas campus the main telephone number is 340.776.9200. The Library will provide switchboard services for incoming calls beginning at 8:00 am to 8:00 pm. The Security Department will provide after hour coverage beginning at 8:00 pm to 8:00 am. We would also like to thank Ms. Durante for making it possible to have extended coverage on St. Thomas campus.


Office Coverage:
During this period, we are requesting that all Departments within the university take full responsibility for providing coverage for unanswered telephone calls in their respective areas. ITS is recommending that departments use the *7 feature as a means of coverage to pick-up ringing phones in their department. If a telephone is ringing dial *7 and the call will be pick-up by the person dialing *7.
If Departments think that may need an answering machine during this brief time of no voice mail service. ITS is recommending that the department wait for a day or two then if you must get one go to from Office Max. The answering machine should be an analog device and can be connected to your fax machine line. All extensions requiring answering service will have to be forwarded to the answering machine.

However, please note that Audix is experiencing both software and hardware failures, resulting in ongoing intermittent service.

This message is to inform the UVI community, that ITS has to take our inter-island microwave link down to test the T1 paths from Crown Mountain to Mt Welcome beginning at 5:00 pm to 5:30 pm today Tuesday, June 30, 2009.
ITS consulted with the Registers Office to choose the best window of time when VC classes were not scheduled to perform this maintenance.

Users on the St. Croix Campus are unable to access the Internet at this time. All other UVI network services are operational (i.e. Exchange, Blackboard, file sharing, etc.)

Our Internet service providers on St. Croix have been contacted to determine the cause and estimated length of downtime. We will provide a status update as soon as information is available.

Please note, that the UVI Libraries will be closed on Monday, May 25, 2009 in observance of the Memorial Day Holiday. The Libraries will resume regular hours on Tuesday, May 26, 2009 at 8:00 a.m.

This communication is to let you know that the UVI Libraries will be closed on Monday, May 25, 2009 in observance of the Memorial Day Holiday. The Libraries will resume regular hours on Tuesday, May 26, 2009 at 8:00 a.m.

Internet 2 implementation Schedule

Greetings University Community,

This communication is to inform the University Community that Information & Technology Services will be performing a network upgrade on the St. Thomas and St. Croix campuses. This Network upgrade is necessary in order to ensure that UVI systems are ready to accommodate the I2 (Internet two) connection. This implementation will take place over the next couple of days.

During the implementation period the UVI network will not be operational on either campus. This means there will be no access to the internet, all web services (i.e. banner, banweb and blackboard), inter-island 4 digit dialing, voicemail on St. Croix campus, e-mail, and wireless internet service.

Work is scheduled to begin on the St. Thomas campus tonight May 13, 2009 at 6:00 pm to 12:00 midnight and on St. Croix campus tomorrow night May 14, 2009 from 6:00 pm to 12:00 midnight. On Friday, May 15, 2009 additional testing of the connection will continue on both campuses from 6:00 pm to 12 midnight.

In an effort to maintain services to students during the Carnival Recess, the Libraries on both campuses will observe the following schedule from Tuesday, April 28, 2009 to Saturday, May 2, 2009. The Libraries will resume regular hours on Sunday, May 3, 2009 at 1:00 p.m.

Tuesday, April 28 thru Thursday, April 30, 2009
The Libraries will open from 8:00 am to 4:30 pm

Lab Access:
When the Libraries are not open, students will be able to utilize the designated students’ lab between the hours of 4:30 PM to 12:00 Midnight on each campus by making a request through the Security Department on their respective campus. Students must show their student ID and are required to sign in with Security to gain access to the following labs:

This is a technology update to inform the University Community that we are currently experiencing technical difficulties with our Internet Service Provider Choice Communications.

ü Users on the St. Thomas campus will not be able to access the internet at this time.

ü Additionally, users on both campuses will not receive outside e-mail.

ü Users that are on campus can still access web services such as Banner, Banweb and Blackboard.

ü Users of both campuses can send and receive internal e-mail.

ü During this outage, users who are off campus will not be able to access UVI web services such as Banner, Banweb, Blackboard, and VPN services.

At this time, Choice Communication is not able to give a estimated time of service restoration. ITS will provide another update by the close of business today.

Introduction of Reference Chat and Information Literacy and the Library 101.

In celebration of Charter Week 2009, UVI Libraries will launch two new resources on Friday, March 20, 2009. We are delighted to introduce Reference Chat and Information Literacy and the Library 101.

The Reference Chat service will be available to assist with short library or research-related questions. It allows you to ask questions and get answers, in real time.

The BlackBoard course named "Information Literacy and the Library 101" will serve as the primary starting point for library and online resources used for academic research. This course will automatically be made available to all UVI BlackBoard users on their individual start pages.

Since Friday afternoon, customers who use Choice as their Internet Service Provider have not been able to get to uvi.edu websites from off campus. The ITS Enterprise Network Services have spoken to both the technical director and the Choice engineer responsible for resolving the problem and they have confirmed this is a Choice issue. Choice was able to recently resolve the problem and the effect should take about 48 hrs to take full effect.

Please be aware that an extremely dangerous malicious virus is circulating on the internet. The virus is called Antivirus 360 also know as XP Antivirus, Antivirus 2009, Antivirus 2010, Antivirus 360 are all fake antivirus or antispyware software that tricks users into buying or installing it by pretending the computer is infected. PLEASE DO NOT CLICK ON IT or agree to install it on your computer. Just close it and ignore the imaginary warnings. Then call the help desk at ext. 1466 to report it.

Please note, that F-Secure or AVG will detect it but not disinfect it. A utility or application is needed in order to remove it. If you believe that you have accidently downloaded this virus, please call the helpdesk immediately to have the utility/application ran on your workstation.

Opening of a New Student Lab : Monday, March 16, 2009 at 11:00 AM in the Paiewonsky Library

It is with great enthusiasm that Information & Technology Services announces the opening of our brand new state of the art student computer lab on the St. Thomas Campus of the University of the Virgin Islands. The opening is schedule for Monday, March 16, 2009 at 11:00 AM in the Paiewonsky Library, L-120. The lab will initially be opened during regular library hours:

Monday – Thursday 8:00 AM – 10:00 PM
Friday, 8:00 AM – 8:00 PM
Saturday, 9:00 AM – 5:00 PM
Sunday, 1:00 PM – 8:00 PM

This student lab is scheduled to be the 24 by 7 student lab in the near future. Please stay tuned for the announcement.

UPDATE: Technology Services

Good Day All,

This is a note to inform you of a service outage that occurred at 1:43 am this morning. CHOICE our Internet Service provider on St. Thomas indicated that service was interrupted to UVI and the Airport. When ITS staff arrived this morning they we able to reset the CHOICE equipment that we have on campus and restore service at approximately 8:10 am. Although service was restored, we have had at least one report that remote devices were not available until sometime after nine. This seems to depend on the service provider.

CHOICE visited the campus this afternoon and confirmed that all equipment was operating as it should. In addition, CHOICE has completed its network upgrades and was able to turn the St. Thomas Campus service up from 8.5 to 15mb. We hope that this will provide much needed relief to all of the UVI stakeholders. The Office of the President and VI-EPSCoR provided much of the funding for this increase, and I think you will all join me in thanking them for their commitment to technology at UVI.

Because of recent network upgrades, ITS was also able to provide additional bandwidth to the videoconferencing systems. All vc rooms have been turned up from 384 to 768. This will eliminate much of the pixilation that happens when people move on the system and provide a clearer pictures.

UPDATE: Service Interruption

Good Day All,

Yesterday morning both air conditioning units servicing the Penha House data center stopped working. Physical Plant staff began work to repair or replace the units. ITS staff monitored equipment conditions throughout the day. At about midnight last night, despite a multitude of fans, the electronic equipment in the data center overheated. This caused the service interruption this morning.

Physical Plant has completed the repair of one air conditioner and it is now cooling the data center. All electronic equipment has been restarted and is operating normally and we do not anticipate further interruptions. Physical Plant expects the second unit to be operational before the end of the day.

I would like to thank Mr. Martin and his staff for all of their help in resolving this issue as quickly as possible. Please call the help desk if you experience any difficulties/ Thank you for your patience.

Maintenance on Outlook Exchange Sunday January 11, 2009

Please be informed that Enterprise Network Services will be performing maintenance on exchange services on Sunday, January 11, 2009 starting at 5:00 am to 11:00 am. The exchange service will not be available during this time. Also note that E-mails sent during the outage may arrived out of sequence with an inaccurate time stamp. Please note that all future regularly scheduled maintenance activity will be performed every Sunday from 6 am to 9 am.

Reminder: Enterprise X drive, Faculty & Raptor Servers decommissioned Dec. 12,2008

This technology update is a reminder that the use of the Enterprise X: drive, the Faculty and Raptor servers will not be available after December 12, 2008. Information & Technology Services is in the process of implementing a new file storage server with the intention of replacing Faculty, Raptor and the X: drive. Please note that data on the servers will not be available after December 12, 2008. Full implementation is scheduled for the Spring Semester 2009. The servers are being replaced for two main reasons: the hard drives have very limited space and the servers are currently behaving erratically on occasion. The new servers will be set up with allocated home directories for faculty and staff. This method of allocating file storage space is more in line with IT best practices across other University and Corporate settings and is much easier to manage.

In the meantime, we suggest, that you make every effort to back up all files that you have on the Faculty and Raptor servers as well as on the X: drive. I would encourage you to take advantage of Blackboard course management system for a secure storage space for course related files. There is also a place where faculty and staff can post websites separate from the new hosted uvi.edu site and that is http://sites.myuvi.net. ITS set this service up with Google as an alternative for faculty and staff to utilize for posting websites.
